What you need:
Start by painting the toilet paper roll white. You may need more than one coat.

Once the paint is dry, punch two holes to thread the yarn into one side of the paper roll.
Thread the yarn through the holes…
…and tie it tight.
Use a black marker or black paint to draw eyes and a mouth on the ghost.
Cut long strips of white tissue paper.
Add glue to one end of the tissue paper strip and stick it to the inside of the toilet paper roll. Repeat with the other tissue paper strips.
