What you need:
Start with a sheet of white cardstock or art paper.
Remember to protect the surface underneath as things can get messy.
Have your child use watercolors or other drawing materials to create a winter sky.

Let the paint dry, then have your child draw snow-white dots with paint or a white chalk marker.
Cut strips of brown construction paper to make window frames. Cardboard will look even better, but can be difficult for young children to cut (though you can prepare it in advance).
Glue the top and bottom frame pieces.
Then attach the side frame sections.
Glue two strips of brown paper in a diagonal pattern to complete the window.
Prepare a white hand cloth.
Cut the white doily in half, then cut the same halves in half again.
These doily parts will act as window curtains.

Have children tape pieces of doily curtains to the top corners of the windows to create a cozy and inviting atmosphere.
